Cynthia M. Bland, REM, CEP
Cynthia has 20 years of varying experience in
environmental compliance for technical industrial and production
management, operations, process control, multi-media assessments,
economic analyses, feasibility studies, and maintenance of various sizes
(2 to 400 MGD) of facilities and classes of waste water treatment, water
treatment, water distribution, collection, sludge, chemical, industrial
and pre-treatment systems. She began her career in 1980 as a research
scientist/engineer and manager of analytical water and waste water
laboratories.
Cynthia has been employed in private, public, academic,
commercial, and government industry (Department of Defense-U.S. Corps of
Engineers, Federal and local) through-out her career. She has been
responsible for developing strategic planning for technology,
forecasting using strategic analysis methods, for multiple projects
relating to the feasibility evaluation of alternative technologies for
military facilities and federal agencies to include CDC, NIH, USAMIRID,
and Department of Agriculture. She performed environmental impact
analysis, environmental assessments, risk analysis using tools such as:
regression analysis; trend extrapolation; historical analogies; and,
input-output matrices with statistical matriculation of input data to
support and comply with EPA, NIOSH OSHA, and ISO 9000/14001 quality
system standard for industry.
As an MCET instructor, Cynthia provides training
and technical assistance to various municipal utilities. She provides
expert technical assessment for design, manufacturing and production of
on-site guidance on numerous aspects of running a plant, including
process control, sludge management, plant optimization, energy
efficiency, mechanical and electrical troubleshooting, preventative
maintenance, regulatory compliance, laboratory analysis, pollution
prevention, capital improvements and strategic planning through grants.
Cynthia is a Registered Environmental Manager (REM) and a
Certified Environmental Professional (CEP). She has an M.S. in
Environmental Engineering Technology Management degree from the
University of Maryland and a B.S. in Chemistry from the Eastern Nazarene
College. Her certifications include: Wastewater Operator Class 5 -
State of Maryland Board of Water and Wastewater Works; 40-hour Hazardous
Site Worker Health and Safety Certification (EPA-29 Code of Federal
Regulation 1910) and Project Management Institute Certification.
