Scott is a Maryland certified water and wastewater operator/ superintendent with over 20 years experience in municipal utility operations and management.  Throughout his career, Scott has operated and managed several water and wastewater treatment collection/distribution systems.  He has been involved with many projects such as well construction, wastewater treatment plant construction and upgrading, pump station construction and upgrading, water and sewer line installation and replacements, radio read water meter implementation, and various other utility and public works related projects. 

Specializing in computer technologies, Scott has successfully implemented and managed systems such as PLC and SCADA control; ArcGIS mapping; databases for asset management and expense tracking; spreadsheet solutions for utility O&M; PC network  construction, maintenance, and other IT related work.
