Asset Management Train-the-Trainer Course  

Wastewater utilities are facing great challenges in maintaining their aging assets while still providing a high level of service at a reasonable cost.  Asset management is an integrated set of management techniques that ensure the utility maintains and renews their assets in the most cost-effective manner.  The Maryland Center for Environmental Training  under a grant from the Environmental Protection Agency,  and in partnership with DelTech has developed a modular Train-the-Trainer course on asset management for wastewater utilities. 

The Train-the-Trainer tool kit is designed to give trainers the materials to instruct students to carry out asset management tasks effectively and will be released in June, 2006. 

The subjects covered include the establishment of asset management teams, developing objectives, conducting asset inventory and condition assessments, developing maintenance and rehabilitation programs, capital improvement planning and program administration.  Learning tools will include traditional and interactive training material, reference resources, and MCET’s TEAMS© asset management software.

Each module will cover one or more of the steps when practicable.  Furthermore, each module will have two sections, the first covers the asset management topic, and the second addresses the part of TEAMS corresponding to the subject. For example, Asset Management Administrative Basics would have one section while Conducting Asset Criticality Assessments would be two sections.

Trainers will be able to use the materials provided in the toolkit to provide asset management training in either a modular or a consecutive instructional format.  The modules include the following subjects:

  • Introduction to and the benefits of asset management and its importance to operating a wastewater system

  • Conducting an asset inventory of a wastewater facility and collection system.

  • Conducting asset criticality assessments.

  • Conducting asset condition and valuation assessments.

  • Developing a maintenance management program.

  • Asset rehabilitation and replacement programs.

  • Developing and implementing financial planning for asset management.

  • Determining a utility’s capital improvement requirements and priorities.

  • Demonstrate the ability to perform and train others in the basic functions of the TEAMS© asset management software.

Training Medium:  This toolkit is designed for instructor delivery to a group of participants, or as a self-paced interactive presentation for use by an individual. 

Module Length:  Each module shall run approximately one hour. 

Prerequisites:  Module One, an asset management overview, should be completed first.  All other modules can be completed in any order.
